Mario Liberatore
Board Chair
Mario P Liberatore is the President of Ohio Valley Bank – WV and his office is in the City of Point Pleasant and has been in that capacity for 27 years. Mario has been a strong Community Leader serving on many organizations and boards that made many improvements to the county.
Mario serves as Chairman of Mason County Development Authority. Mario was instrumental in the development of the Marshall Mid-Ohio Valley Branch. He serves as Chairman of the Mason County Community Foundation and the Gordon and Mildred Jackson Foundation. He is the past President of Point Pleasant Rotary, Chairman of the Scholarship Committee, Past President of Mason County Chamber of Commerce, and current Board member.
Mario was finance chairman of the Point Pleasant Junior Senior High Auditorium Committee that increased seating by 435 seats to a capacity of 800. Mario also served as finance chairman of Point Pleasant Junior Senior High School Stadium which raised over 3 million for their sports complex.
Mario and his wife Judaline reside in Point Pleasant. They are the parents of two children and one grandchild.
Rebecca (Becky) Wood
Vice Chairman & Scholarship Committee Chair
Mrs. Rebecca (Becky) Wood has been a member of the Mason County Community Foundation since 2017. She is a retired educator who still serves as a reading consultant and interventionist to Mason County Schools. Since joining the Foundation, Becky has been a member or chairman of the Scholarship Committee which awards over $40,000 annually in scholarships to Mason County students. She also assists with grant selections and is currently serving as vice-chairman of the Board.
Leigh Ann Shepard
Secretary
Leigh Ann has over 28 years of experience in the banking industry. She has held various positions throughout her career including branch manager, financial advisor, and commercial lender. She is the currently the Marketing and Ohio Valley Region manager for City National Bank.
Leigh Ann earned her Bachelor degree from Marshall University and completed her Master Degree in Integrated Marketing Communications at West Virginia University. She is a graduate of the Lloyd P. Calvert Graduate School of Banking, the OBL Leadership Institute, the ABA Bank Marketing School, and Leadership West Virginia.
Leigh Ann holds various Board positions throughout her community including Mason County Chamber of Commerce, Mason County Economic Development Authority, and the Rivers Health Board of Trustees. She has served as the secretary of the Point Pleasant Rotary Club for the last 14 years and was voted the Rotarian of the Year by her peers on numerous occasions. In 2019, Leigh Ann was recognized as one of West Virginia’s top 40 Under 40 by the State Journal. She is a recipient of the City Cares award and the Mason County Community Service award.
Leigh Ann enjoys spending time with her husband, Gilbert, their children and grandchild. Her hobbies include running, biking, spending time outdoors, and giving back to her community.

John Musgrave
Board Member
John C. Musgrave, a native of Point Pleasant, WV is the Executive Director of the Mason County Development Authority. John has devoted his working life to public service at the federal, state, and local levels.
John’s federal service began in the US Air Force, he went on to hold several executive-level positions within the United States Department of Agriculture. Joh’s service included working as Associate Administrator of the Rural Development Administration, Regional Director of the Rural Development Administration, and State Director of the West Virginia Farmers Home Administration. John has held several state positions as well. In 1997 he was appointed Director of the WV Lottery. John served as Acting Cabinet Secretary for the WV Department of Tax and Revenue from 2003 to 2010. John also directed the State Tax Department, the State Budget Office, the Alcohol Beverage Control Administration, and numerous Commissions, including Banking, Insurance, Municipal Bonds, Insurance, and Athletic/Boxing. John has received many honors over the years. He has twice been designated a Distinguished West Virginian by two different WV Governors.
John and his wife Rebecca have been married for over 60 years.
Bob McMillan
Board Member
Robert W. McMillan is the owner and C.E.O. of Mid-Atlantic Construction Company. The company is based in Point Pleasant and has served the Tri-State Area for over 33 years. Bob attended West Liberty University. He is a U.S. Army Veteran, having served his country proudly in Vietnam. He worked for AEP Mechanical Engineering Division for five years during the construction of three major power plants and served as Senior Vice President of various construction companies.
Bob belongs to various civic organizations, including the Mason County Community Foundation Board of Directors, Mason County Economic Development Authority Advisory Board, Minturn Lodge AF & AM, Scottish Rite, Royal Order of Jesters, Loyal Order of Moose, American Legion and VFW. He also received the Mason County Chamber of Commerce Community Service Award in 2017 and currently serves the City of Point Pleasant as Council at Large.
Bob and his wife, Becky, are members of the Nazarene Church and reside at 809 Main Street. They are the parents of two children and four grandchildren.
Suzanne Dickens
Board Member
Suzanne Lynch Dikens is native of Mason Count and a retired educator with more than 43 years serving as a teacher, and administrator, retiring as Superintendent of Mason County Schools. Suzanne has been a long-time active member and past president of the Mason County Community Foundation as well as a former Point Pleasant City Councilperson and MOVC Board Member.
Suzanne’s interests focus on youth, emergency needs for Mason County families, and community support.
Sandy Dunn
Board Member
Sandy has 50 years of experience as a Real Estate Broker and 55 years of experience as a builder. She served as a certified general real estate appraiser for 20 years. Sandy opened Homestead Realty in 1974. With her many years of experience in the real estate and building business, Sandy has an extensive background in real estate sales, building, financing, appraisals, consultations, and working with relocation firms. Sandy is the president of B.J. Builders, Inc. a company founded by her father in 1953. Sandy joined the company in February 1970 and has been involved in the building business ever since.
Sandy is active in the community, she currently serves as President of Main Street Pont Pleasant, is a member of the Mason County Community Foundation Board of Directors, Marshall University Mid-Ohio Valley Center, a member of the Mason County Chamber of Commerce, member of WV Health Care Authority Board, member of the Kanawha Valley Board of Realtors, the WV Association of Realtors and the National Association of Realtors. She is also a member of the local, state, and National Association of Home Builders, where she served as National President in 2008.
Rick Handley
Board Member
Rick Handley, a lifelong resident of Point Pleasant, graduated from Point Pleasant Junior Senior High School. He attended Marshall University and graduated with a BS degree in Education. He then received his Masters in Education from Marshall. Rick taught social studies and science for 35 years in Point Pleasant and coached boys’ and girls’ basketball and track at Point Pleasant Junior Senior High School and Hannan High School. He previously served on the Point Pleasant City Council and has been a Mason County Commissioner since 1997.
Rick is a Member of the Board of Directors for the West Virginia County Commissioners Association and the West Virginia Association of Counties. He is also a member and past president of the Point Pleasant Rotary Club, President of the Point Pleasant Alumni Association, and a Mason County Chamber of Commerce member. Rick has been a member of our MCCF Board of Directors for 8-plus years.
Rick is married to Tanya Handley, an attorney in Point Pleasant, and has 5 children, Carrie (Jeff) Wamsley, Kimberly (Rick) Hunt, Stephen (Morgan) Handley, Lizzie, and Trent Handley, and has 13 grandchildren and 1 great-grandchild.
Darlene Haer
Board Member
Darlene Haer is one of the original board members of the Mason County Community Foundation when founded in 2004 under the Parkersburg Community Foundation. She retired from the Board in 2013 having served the allowed term of 9 years. During that time, she served as Vice President and Secretary. In 2014 she returned to the board and has served since then as a member of the Investment Committee.
Darlene was an Accountant and Income Tax Preparer for 52 years, working in her own business until retiring for health reasons. Darlene is currently serving as Treasurer of the Main Street Point Pleasant, Inc. Board of Directors, Battle of Point Pleasant Memorial Committee, Colonel Charles Lewis Chapter NSDAR, and Camp Conley Community Education Outreach Services (CEOS) Club.
Dr. Agnes Enrico-Simon

Dr Agnes A.Enrico-Simon, (of the late Paul Robert Simon) has lived in Mason County for more than 23 years and in West Virginia for 27 years. She is a medical graduate of the University of Santo Tomas Faculty of Medicine and Surgery and did medical residency at WV University. She has dedicated her medical practice locally and continues to provide medical services for the residents of Mason County and the surrounding area. She and her family are proud supporters of Mason County and its community endeavors. She is a current board member of the Mason County Community Foundation.
Dr. Enrico-Simon has enjoyed living in Mason County. She loves to travel the country and the world but Point Pleasant, WV will always be her home sweet home along with her son Jacob.
Alex Dickens
Board Member
Alexander D. Dickens is a lifelong resident of Point Pleasant and a graduate of Point Pleasant
High School and Marshall University. He has been a local businessman and entrepreneur in the
area for over 27 years. Aside from the Mason County Community Foundation, he serves in
different capacities on many boards and clubs. He is a proud supporter of the development
of West Virginia, Mason County, and Point Pleasant.
Alexander is married to Stephanie Dickens, an educator in Point Pleasant, and they have 4
children together: Isabella Dickens, Gabriel Dickens, Lucian Dickens & Madeline Dickens. He
and his family enjoy supporting the youth, education, local sports, and development. They are
members of Heights United Methodist Church.
Stephani Vealey
Executive Director
Stephani is a graduate of Ripley High School and brings over 30 years of experience in nonprofit management and employee development to her role as Executive Director for both the Community Foundations of Mason & Jackson County ( MCCF/ JCCF, Inc). She is a passionate advocate for social change and a dedicated professional with a strong commitment to positively impacting the community.
Stephani joined Kanawha Valley Senior Services (KVSS) in 2002 as the Executive Assistant Director and was later promoted to the Interim Director’s position. Stephani was able to build collaborative partnerships and relationships with community leaders which resulted in successful fundraising campaigns, and increased community outreach for the organization. Stephani left KVSS in 2012 to join MedExpress Urgent Care as a Center Manager I and worked her way up to a Center Manager II (at times managing 3 locations) before leaving to join MCCF/JCCF, Inc. in August of 2023.
Stephani is married to Jeff Vealey and lives in Kenna, WV. She has one daughter, Chelsea and two grandchildren who live in Ripley. Stephani is a member of Grasslick Baptist Church and is active with the Activities Committee and Community Outreach opportunities.
Jessica Piatt
Program Manager
Jessica has lived in Jackson County for 8 years, and is originally from Raleigh County WV where she graduated from Marsh Fork High School. While still in high school Jessica enlisted in the WV Army National Guard, serving 7 years/2 years active duty while obtaining a Bachelor’s degree in Business Management with a Minor in Marketing from WVU Institute of Technology.
Jessica joined the Community Foundations of Mason & Jackson County (MCCF/JCCF, Inc.) in April of 2021 and her background prior to MCCF/JCCF was in HR, Management, Sales, Marketing, TV, & Radio.
Jessica is married with 3 children (a son and twin daughters) who attend Ripley Elementary School in Jackson Co. She and her family enjoy coaching & playing soccer, basketball, gymnastics, and anything outdoors.
